In space operations, on-orbit activities of a resident space object that deliberately and necessarily maintains a close distance from another resident space object for a specific purpose. Two objects in space that pass each other by natural orbital mechanics (e.g., routine orbital conjunctions or close approaches) or Department of Defense space systems which are designated to utilize cluster or formation flight to maintain required proximity to provide required system functionality do not fall within this definition.
