mission need statement (MNS)
1. A nonsystem specific statement of operational capability need, prepared IAW format in DoD 5000.2-M. Developed by DoD components and forwarded to the Joint Requirements Oversight Council (JROC) for validation and approval (major efforts), or just notification (minor efforts). The JROC also assesses all MNSs for joint service potential. MNSs go to the milestone decision authority for a determination on whether or not to convene a Milestone 0 review. 2. A statement of operational capability required to perform an assigned mission or to correct a deficiency in existing capability to perform the mission.
