beam enable loop

An electrical safety loop that must be continuously closed before the beam can be initiated. A beam interlock or fault triggers a node to open the BEL. Any node can open the BEL, as long as the node is not misconfigured or malfunctioning. The control system identifies which node opened the loop and reports this information in the fault message.
