A formal association of states comprising the republics formed out of the former Soviet Union, with the exception of Estonia, Latvia and Lithuania. Included are Armenia, Azerbaijan, Belarus, Georgia, Kazakstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.
