risk leverage factor (RLF)

A relationship: rlf = (reb - rea)/rmc, where reb is risk exposure before risk mitigation, rea is risk exposure after risk mitigation, and rmc is the risk mitigation activity’s cost. Larger rlfs indicate better mitigation strategies.
